what it says on the tin, I remember most spells--these included--were hand-agnostic. if I'm misremembering, it would be intuitive and convenient behavior either way.

I just tested in a minimal 1.21 Neoforge instance and I was unable to reproduce this. Looking at the code, there seems to be no reason this would happen either - it already does check both hands, just like in 1.20.

Are you sure the empty cypher was actually in your main hand when you cast the spell? If you are sure, there may be some kind of mod interaction happening here.
