Deserializer [relationships] without [included] field wont work

See the jsonapi documentations above, I want to create a resource with relationships.

This should be deserialized into

{
        "content": "intro",
         "user": {
              "id": "5"
         }
 }

Actually, the user field is missing.

But if I add included field, this works fine.

As a quick workaround, until it is fixed, i've been using
