ci: 👷 add GitHub Actions workflow to comment on PR

- Create a new workflow that triggers on pull request open or reopen
- Add a job to post a thank-you comment and remind the contributor to update documentation
- Include links to relevant repositories for documentation and example code
- Provide instructions in both English and Chinese
