CS4.22 Cloudstack usage module

problem

I am unable to select a range with previous days.
Also there is no /etc/init.d/cloustack-usage
I can see on the UI only today's traffic when I select Metrics for a VM, no matter what range I select.
And the UI still shows the GMT

Settings:
enable.usage.server = true
usage.execution.timezone = America/New_York
usage.stats.job.exec.time = 07:00
usage.stats.job.aggregation.range = 1440

No matter what range I select still show only for a range of the day.

The steps to reproduce the bug

1. Enable CS usage, configure it using the UI
   2.Settings:
   enable.usage.server = true
   usage.execution.timezone = America/New_York
   usage.stats.job.exec.time = 07:00
   usage.stats.job.aggregation.range = 1440
2. after several days the UIS shows the metrics but only for the day independently of the date range you select. and shows always in GMT

I'm not sure that the usage server has any relation to these metrics at all, but I can confirm the same behavior with the metrics on 4.20. I'll also add that in the custom tab I see strange behavior:
