Disable the Procedures and HTTP Handlers per database

Questions:

1. Is there any per-database or per-account setting on Maincloud today that disables procedures and/or HTTP handlers?
2. If not, is one planned? A per-database policy set at publish time or in the dashboard would be ideal.
3. Does [module-http] enabled = false cover inbound handlers, or only ctx.http.fetch?
