The URL to download the latest build has changed with the recent upgrade to Nexus 3.x

The wrapper downloads the JAR.

This URL no longer works following the upgrade of repo.eclipse.org to Nexus3.x

AFAICT, the new URL is this:

https://repo.eclipse.org/service/rest/v1/search/assets/download?sort=version&repository=dash-maven2-releases&maven.groupId=org.eclipse.dash&maven.artifactId=org.eclipse.dash.licenses&maven.extension=jar

I will check in with the Eclipse CBI team to see if there is anything more that we can do to make this URL more stable (and explore other options).
