[Bug]: Hotkeys work only with English keyboard layout

Steps to reproduce

1. Switch the keyboard layout from English to another language
2. Try using any hotkey that normally works in English layout

Expected behavior

Keyboard shortcuts should work regardless of the active keyboard layout

Actual behavior

Hotkeys are recognized only when the English layout is active. In other layouts, they do not work
