`npm install` fails

Hopefully this will not get ignored like many other issues here 🤞.

All that failing in make setup got me resorting to good old python -m http.server, which worked fine, thankfully (see my PR). We should really use mkdocs here as well, if documentation is intended for end users then they need something simple (a PDF would be even better!).

It's true that this repo is pretty outdated, but it's what we have for now. I run into the same issue that you describe, but somehow got it to install in the past. I suppose you could try to install Python 2 in order to build node-sass for your system, but I'm not sure if would be worth the effort. Is there something that you're trying to do by getting the docs running locally?

Hi @camdecoster , thanks for checking this with me. The main use case is to browse docs offline, now of course setting up npm and everything also allows me to preview any contributions I make if I feel something should be changed. I might check this in an Ubuntu docker container or similar if you remember when you deployed it / what versions were used.

I'm going to reopen this since install is broken. Once I get a PR up, you can give that branch a try and see if you can run things.
