Missing codec for cp1153

Current supported encodings are missing Easter European EBCDIC 1153 code page (CCSID 1153, IBM1153).

I think CP1153 (IBM EBCDIC Latin2 (with Euro)) was intentionally omitted, per the note:

	characters (e.g. whether the EURO SIGN is supported or not), and in the
	assignment of characters to code positions. For the European languages in
	particular, the following variants typically exist:

	but replaces control characters with additional graphic characters
