Python Updates needed for 2025->2027

Will update live as this goes but, so far, here's what I'm looking at:

For 2 - nothing python specific, just wpilib (IE, remove calls to LiveWindow API's which probably we don't need anymore).

Correct on 3 as well - I was reminded that our code does indeed soak up all 6 IO at the moment. Only 4 are critical to get it driving, everything else we'll deal with.

Mirroring a lot of things I blasted out on discord but we're up to "code running" on systemcore on a test bench.

choreo, python, wpilib, systemcore, nt4 with a js client, and our team's healthy slathering of custom mustard. All working together as reasonably as can be seen without a real robot (yet).

Performance is looking great so far too. On a similar setup on RIO, we were taking up 15-18ms of the loop budget just to run our this (similar) code. Now down to only 2-3 (and without random nasty spikes).

Rev is integrated and running in sim and on systemcore (on a test bench) - reproduced same results above. Excellent stuff!

A significant notable change is wpiutil.log has moved to a wpilog package.

I've already found a small teething issue there when running mypy.

error: Skipping analyzing "wpilog": module is installed, but missing library stubs or py.typed marker  [import-untyped]

Will be fixed in the next release.
