Add the electron NIEL damage weights - #15862

This adds the missing electron table to the RD50 damage weights in both the CSV and the ROOT file. - FluenceWeightCalculator already applies an electron table to e+ and e-, but the shipped files had none, so electrons weighed zero. - The 15 points (0.3 to 200 MeV) are the Summers et al. values from the RD50 compilation. - rd50_niel.root gains the graph electronDW; the other three graphs are unchanged. https://rd50.web.cern.ch/NIEL/ Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
