Release 11.0.0: Java 11 / jakarta

Summary

• Uplift to 11.0.0 (Java 11 / Jakarta). The first number of the Maven version is the targeted Java SE version.
• Replace defunct Metro webservices-* with Eclipse EE4J jaxws-rt 4.0.x and Jakarta XML APIs. Enforcer bans Metro and legacy javax JAX-WS/JAXB where applicable.
• Drop unused dependencies; keep remaining deps on current stable Java 11-compatible releases.
• Pin sibling au.gov.nehta artifacts at ${project.version} (same 11.0.0 line).
• Retarget docs and CI for the java-11 public line (README / CONTRIBUTING / MAINTAINERS / CHANGELOG / SECURITY).
• Thin published JARs for WSDL type libraries (no bundled runtime SOAP stack in the artifact).

Wire SOAP namespaces and operation names stay on the published contracts (pcehr / HI as applicable). Java package renames to mhr on the MHR line do not change the wire format.
