You may be affected by a Homebrew bug introduced in Homebrew 2.5.3. Homebrew 2.5.4 contains a fix for this issue. We suggest that you upgrade Homebrew to 2.5.4 or above.
If you're unable to update Homebrew away from 2.5.3 in your environment, folks over at CircleCI have described a workaround where you tap & then install. The Terminal commands would look something like this:
brew tap ChargePoint/xcparse
brew install xcparse
