Diagnosed — and the important finding is that this PR and #1159 cannot go green independently. They have to land together.

Neither is broken, and neither needs a rebase or a re-run. The pins in both are correct; I verified them independently against the GitHub API rather than trusting the PR body, dereferencing the annotated tags:

  • v4.36.2 → tag object 1a818fd5… → commit 8aad20d150bbac5944a9f9d289da16a4b0d87c1e — matches the old pin in both PRs.
  • v4.37.1 → tag object bb16b9ba… → commit 7188fc363630916deb702c7fdcf4e481b751f97a — matches the new pin in both PRs.

Each diff touches exactly one line and nothing else.

Why it is red. codeql-action/init and codeql-action/analyze are sub-actions of the same repository and must run at the same version. This PR bumps only init, so the run gets init@4.37.1 writing a config that analyze@4.36.2 then refuses to consume:

##[error]Loaded a configuration file for version '4.37.1', but running version '4.36.2'

That failure cascades into security / codeql-gate (BLOCKED: CodeQL failure) and then ci-ok. #1159 fails the same way with the halves reversed.

This is deterministic, so a re-run cannot clear it — it would re-test the same merge commit and produce the identical mismatch. A rebase cannot clear it either, because the twin pin on main is still at v4.36.2. Only a tree containing both bumps goes green.

For the record, main is currently healthy: init and analyze are a matched pair at v4.36.2 and CodeQL is passing there, so there is no urgency and nothing is degraded.

Since dependabot cannot combine two PRs on its own, this needs a maintainer decision on how to land the pair — a single combined PR bumping both pins, or a grouped dependabot config so future codeql-action bumps arrive together instead of splitting into PRs that block each other. I have put that in front of the maintainer with the analysis above; it is a change to a required security gate, so it is his call rather than something to slip in overnight.

Leaving this open and linked to #1159 so the two stay together.
