Clarify relationship to ReTest.jl

This has a confusingly similar name to ReTest.jl, also under this org. Neither depends upon each other, so I suppose they're not related. I think both projects should maybe point this out near the top of their READMEs.

Sure, we could consider adding something. What exactly would it be good to clarify? What did you think the relationship might be?

• Can I use both or is it one or the other?
• If I can't use both together, why do they have almost the same name?
• Are they both going to be developed going forward, or is the plan that one will become the successor?

I was actually coming across one repository at one point and the other at the other point, and sort of mixing them up remembering one as the other but getting jarred because things seem totally different.
