Stacked PRs is a queue-entry feature; placing it after the Scopes group keeps the batching/scaling pages (Parallel Checks, Batches, Scopes) together and reads in a more natural order. Change-Id: Ic2d3397b27f659ed8735964d26c0f2b795ced348
