[FEA]: Make pixi lockfile freshness check mandatory #2850

After we validate the current set of changes, the pixi lockfile freshness check should be mandatory.
Describe the solution you'd like
In addition to making the freshness check mandatory, we should allow an escape using an OVERRIDE_LABEL ci-pixi-lockfile-override. If this is set, don't fail the freshness check.

We have to put this off until pixi lock --check becomes consistent again, at a new version. It's apparently been fixed but. it has not yet been released.
Work around pixi lockfile oscillation in lockfile refresh as well. (#…
