[333] Add reduced-motion variant for confetti success animations

Summary

• Add SuccessConfetti component with animated particles for standard motion preferences
• Show a static accessible success icon when prefers-reduced-motion: reduce is active
• Wire confetti into bet confirmation success state and add motion.css tokens

Test plan

• pnpm test -- components/success/tests/SuccessConfetti.test.tsx
• Verified reduced-motion path renders role=img with aria-label
