CI: swiftshader rate limit exceeded #407

- Likely an issue since ci: switch to
jakoch/install-vulkan-sdk-action@v1for Vulkan SDK + SwiftShader. #400

Error: HttpClientError: API rate limit exceeded for 52.159.244.80. (But here's the good news: Authenticated requests get a higher rate limit. Check out the documentation for more details.)

@eddyb is there a cache option?
As this only happened once, feel free to ignore for now. But we should keep track whether this happens more often.
