Description

Our release notes come from GitHub's generate_release_notes, which produces a flat list of PR titles. In v0.236.4, CI fixes, Dependabot JS bumps and a test change sit alongside user-facing fixes, and nothing calls out breaking changes or state migrations. There's also no written release process.

This PR groups the release notes using labels that are set automatically from PR titles, and documents how to cut a release.

Release notes

  • .github/release.yml groups the notes into Breaking changes, State migrations, Features, Performance, Bug fixes, Documentation, Maintenance and Other changes. PRs labelled ci, test, dependencies or skip-changelog are left out.
  • .github/workflows/pr-labels.yaml:
    • Checks that the PR title follows type(scope): description and sets the matching label: feat → feature, fix → bug, and so on.
    • A ! adds breaking-change.
    • A ci or test scope keeps the PR out of the notes.
    • A PR that adds a file under sqlmesh/migrations/ gets migration.
    • It runs on pull_request_target so it can label PRs from forks. It never checks out or runs PR code.
  • .github/dependabot.yml uses a lowercase chore prefix so Dependabot titles pass the check.

Docs

  • RELEASING.md (new) gives the steps for releasing the Python package, the VS Code extension and the shared web package. It describes how the workflows work today and doesn't change them.
  • CONTRIBUTING.md documents the PR title format and links to RELEASING.md.

This replaces #6180, which proposed RELEASING.md separately.

Notes for maintainers

  • The workflow creates its labels the first time it needs them. skip-changelog is added by hand, so it needs to be created once.
  • PRs merged before this have no labels, so the first release afterwards will put most entries under "Other changes".
  • Once this merges, editing the title of an open ! PR such as fix!: include referenced Jinja macros in standalone audit metadata hash #6179 labels it breaking-change.

Open questions for the TSC

RELEASING.md doesn't set policy. These need a decision:

  1. Who may push release tags. Any account that can push a v* tag publishes to PyPI with no approval step. Options include:
    • a tag ruleset that limits who can create v* tags
    • a GitHub environment with required reviewers on the publish job
    • PyPI Trusted Publishing, which also removes the TWINE_PASSWORD secret
  2. When to bump the minor version. Every recent release is a 0.236.x patch, including ones with features and breaking fixes.
  3. Whether to keep the tobiko-private upload done by make publish-tests.

Test Plan

  • Ran the title-labeling script under Node with a stubbed GitHub client against recent PR titles and edge cases. The cases covered fix(ci):, Fix:, feat(plan)!:, fix(ci)!:, Revert "...", chore(deps): and changing a title's type. They checked that stale type labels are removed and that other labels are kept.
  • Checked that the YAML files parse, and checked RELEASING.md against release.yaml, release_extension.yaml, release_shared_js.yaml, the Makefile and pyproject.toml.
  • The pull_request_target workflow only takes effect after it's merged to main.

Checklist

  • I have run make style and fixed any issues (not applicable: no files covered by the style hooks changed)
  • I have added tests for my changes (not applicable)
  • All existing tests pass (make fast-test) (not applicable)
  • My commits are signed off (git commit -s) per the DCO

Summary by CodeRabbit

  • Documentation
    • Added guidance for pull request titles, release-note categories, and release procedures for the Python package, VS Code extension, and shared web package.
  • Chores
    • Release notes are grouped by category, with selected pull requests excluded.
    • Pull request titles are validated, and labels reflect title type and migration changes.
    • Dependency update commit messages use a consistent chore prefix and include the dependency scope.

Release notes were a flat list of PR titles, mixing CI and test work with
user-facing changes and giving no callout for breaking changes or state
migrations.

- .github/release.yml groups generated notes into Breaking Changes, State
Migrations, Features, Performance, Bug Fixes, Documentation and
Maintenance, and leaves out ci, test, dependencies and skip-changelog PRs.
- A new PR Labels workflow checks that PR titles follow
'type(scope): description' and labels the PR from the type, scope and '!'.
actions/labeler adds migration, engine and area labels from changed files.
- The PR template gains a Release Note section, CONTRIBUTING.md documents
the title format, Dependabot uses a lowercase 'chore' prefix, and GitHub
releases are created as drafts so highlights can be added before publishing.

Signed-off-by: mday-io <mdaytn@gmail.com>
- Detect new state migrations with the pulls API: actions/labeler has no
added-files option, and the invalid key would have failed every path label.
- Treat the title as the source of truth for type labels, reading live
labels instead of diffing against the previous title, and queue runs
rather than cancelling them, so labels can't go stale.
- Skip the title job on pushes, keep breaking changes out of the excluded
ci/test labels, accept GitHub's Revert titles, avoid prototype lookups,
and tolerate labels that were already removed.

The pull request adds title-based and migration-based labeling, configures release-note categories, and documents pull request conventions and release procedures for three packages.

Changes: Pull request and release workflow

Layer / File(s) Summary
Pull request title and label automation
.github/dependabot.yml, .github/workflows/pr-labels.yaml, CONTRIBUTING.md
Dependency update commits use a chore prefix and include scope. The workflow validates pull request titles and synchronizes title-derived labels. It adds or removes a migration label based on matching added files. Contribution guidance describes title formatting and label rules.
Release-note categories and conventions
.github/release.yml, CONTRIBUTING.md, RELEASING.md
Release-note configuration excludes specified labels and groups other pull requests by label. The documentation describes categories, exclusions, and title-based categorization.

SQLMesh#6178 adds .github/release.yml with labels applied automatically from PR
titles, and creates GitHub releases as drafts. Drop this PR's simpler
release.yml so the two don't conflict, and update RELEASING.md to match:
labels come from the title, and the release step is to edit and publish
the draft.

Move the Releases section to the end of CONTRIBUTING.md so it doesn't
conflict with the PR title section SQLMesh#6178 adds.

Signed-off-by: mday-io <mdaytn@gmail.com>
Narrow the PR to grouping release notes by label:

- Drop the path labeler. Its engine and area labels don't feed any
  release-note section.
- Drop the Release Note section from the PR template. Nothing reads it.
- Keep creating published GitHub releases rather than drafts. Whether to
switch to drafts is a process decision for maintainers.

Add RELEASING.md with the steps for releasing the Python package, the
VS Code extension and the shared web package, and link to it from
CONTRIBUTING.md. It was previously proposed separately in
SQLMesh#6180.

- Run the title job on pushes too. GitHub keeps one pending run per
concurrency group, so a push could replace a queued run for a title
edit and leave labels for the old title.
- Remove the migration label when a PR no longer adds a migration.
- RELEASING.md: fetch tags before picking the version, sort tags by
version rather than date, and use a VERSION variable instead of a
hard-coded tag in the tag and push commands.
- RELEASING.md: note that a PR appears in only one release-note section,
so a breaking change with a migration is listed under Breaking changes.

Read the current pull request title for reruns.

PR_TITLE comes from the original event payload. Therefore, rerunning an invalid-title run fails again, as documented. More importantly, rerunning an earlier valid-title run after the title changes can remove or add labels for the old title and overwrite labels produced for the current title. Fetch the current pull request before validating and updating labels.

Handle concurrent label creation.

If two PR runs need the same new label, both can receive 404 from getLabel. After one run creates the label, the other run's createLabel can fail with 422. The second run stops before it labels its PR. The migration label creation at Line 159 has the same race. If creation reports that the label already exists, confirm the label and continue to addLabels. (docs.github.com)

other creation errors.
