Fixed in commit 996dae6. Both build.yml and self-test.yml were failing because they use peter-murray/workflow-application-token-action which requires ADVANCED_SECURITY_APP_ID and ADVANCED_SECURITY_APP_KEY secrets — these organization secrets are not available to Dependabot PRs (Dependabot only has access to Dependabot-specific secrets). Added if: github.actor != 'dependabot[bot]' condition to the run job in both workflows to skip these jobs when triggered by Dependabot.
