Narrow exclude-artifacts to mb/nios2, which the headers export does not use, so the arm/arm64 build trees reach the packaging step.
This PR enable the possibility to prepare the carrier kernel headers which was done in this PR #3598

PR Description

  • deploy_kuiper_binaries: narrow exclude-artifacts from -devel to adi_mb_defconfig--devel + adi_nios2_defconfig-*-devel, so arm/arm64 *-devel reach the headers packaging.
