[Python][Packaging] PyArrow 26.0.0 bundled runtime DLL blocked by Smart App Control #54781

Description

@jameswilkinson7777

Describe the bug, including details regarding any error messages, version, and platform.

On Python 3.12.10 AMD64 and Windows 26H2 build 26300.9711, importing DBNStore through Databento 0.87.0 fails while importing PyArrow 26.0.0. Importing databento_dbn 0.70.0 succeeds. The diagnostic used Python -I -B; standalone import pyarrow was not separately tested.
Windows Code Integrity events 3077/3089 identify this unsigned bundled DLL under pyarrow.libs:
msvcp140_atomic_wait-aa4e4b3f35a38f595be5cf8631717b66.dll
Size: 29,696 bytes. Version: 14.44.35229.0.
SHA-256: d8ecedcc568cdbf98221c8128a735b348a7ce052a1c69c75b3ef288418af4830
Block status: 0xc0e90002.
Policy: VerifiedAndReputableDesktop, Microsoft Smart App Control.
The DLL matches the installed wheel’s RECORD, establishing local consistency but not independent authentication of the original wheel. The same DLL was blocked in two observed failures.
Is this CPython 3.12 Windows x64 wheel supported with Smart App Control enforcing? Is there a supported packaging/signing fix that keeps that protection enabled?
