Ref guide: move mislabeled 9.12 upgrade notes into the 9.11 section (branch_9x) - #5035

The allowZkHosts/zkHost restriction (SOLR-18224, SOLR-18229) and the /update/extract "update" permission change (SOLR-18228) were documented under a "Solr 9.12" heading, but both shipped in 9.11.0 per CHANGELOG. As labeled, upgraders to 9.11 would skip notes about changes that affect them.

@dsmiley I'll leave it to you to merge this, back port to 9_11, forward port to other branches etc as this ties in to the post-release work. |
The list-continuation '+' must be alone on its own line, directly after the list item. Written as '+NOTE:' the paragraph starts with '+', so neither the continuation nor the admonition is recognized and both render literally.

Thanks for noticing & fixing. The wizard had me file a JIRA issue to look for misc issues; not sure if it ever prompted me to literally do the work (I don't recall it doing so). Only when the release ended, did it have a step where I saw the not-done issue. |
