Adds inkscape-pen-fill to the Vector Utilities section.
It's an Inkscape 1.x extension that fills closed shapes with concentric (or spiral) inset copies of the outline so a pen plotter can draw a "filled" region by stroking line by line. Pen-tip width is set in mm, output is re-fit to smooth cubic Beziers, and it is pure Python with no external dependencies.
