[UPDATE][syncthing][1.0.3] Upgrade Syncthing 2.1.1 to 2.1.7 - #3919

- chart version 1.0.2 -> 1.0.3; appVersion / versionName / image tag -> 2.1.7 - the image tag is hardcoded without a leading v in templates/syncthing.yaml:22; values.yaml tag also bumped to keep them in sync - verified docker.io/syncthing/syncthing:2.1.7 exists in the registry - 2.1.7 is a bugfix release built with Go 1.27.3: max-sequence entries, sqlite early GC of deleted recv-enc files, unbounded prepared statements, discovery retry-after, protocol panics, and three model fixes (metadata shortcut, parent ownership, receive-only block comparison). Incoming messages now validated. - add upgradeDescription (root + en-US + zh-CN); the app had none before - no config or database change; existing volumes reused as-is
