turbo-run-affected.js appended the changed-file range to every --filter,
including exclusions like `!./packages/language-tools/**/*`. That scoped the
exclusion to packages that themselves changed, so an excluded package (e.g.
@astrojs/ts-plugin) was still selected when affected by an upstream change.

This caused the language-tools vscode/ts-plugin tests to run in the
integrations suite (which has no xvfb) and segfault, instead of only in the
dedicated test-language-tools job. Pass exclusion filters through unchanged so
they stay absolute.
