Adds support for Denizen Blu's OpenAI-compatible model gateway (bluroute.denizenblu.com). Follows the same pattern as other fixed-endpoint OpenAI-compatible providers (Groq, DeepInfra), subclassing OpenAI directly.

BtbN/FFmpeg-Builds no longer publishes 7.1, so setup-ffmpeg downloads a 404 page and tar fails, breaking jetbrains-tests on every PR (continuedev#13164). With FFmpeg fixed, Autocomplete.testAutocomplete runs for the first time and fails (continuedev#13173), so disable it until that is fixed. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
