Description

Adds the final changes and fixes to release the OpenAPI extensions.

• Reflection support won't be changed in .NET 10 so optimize with UnsafeAccessor and UnsafeAccessorType
  • This will change in .NET 11, but is completely internal
• Pin Microsoft.OpenApi version due to The Microsoft.AspNetCore.OpenApi nuget package version 10.0.x nuget dependency to Microsoft.OpenApi v2.0.0 is incorrect and it should be constrained aspnetcore#67930
• Update release notes
