Bump to 0.5.3 for next release - #206

In pyproject.toml, it's actually 0.5.3-dev0 In all docs, it's 0.5.3. Moved `__PREFERRED_LS_AGENT_VERSION__` near the top of `LogstashUI.settings.py` so it will be easier to find and update in the future, and removed the single `assert` test for that constant. DELETED `bin/test_databases.bat` as we will no longer officially support Windows outside of Docker. Updated docs, CHANGELOG, and README accordingly

bin/test_databases.batas we will only support LogstashUI running on Windows via Docker.
