Updates mocha to ^12 (refs #7547).
Mocha 12 requires Node ^20.19.0 || >=22.12.0, while Express still supports
Node 18+. To keep the existing test matrix, the CI jobs for Node 18, 19 and
21 install mocha@11 over the new version; all other jobs use mocha 12.
Verified locally on Node 24:
Not verified locally: the Node 18, 19 and 21 jobs. Happy to adjust if you'd
prefer a different approach, for example dropping Node 18.
