Release 0.3.2.

Changes since v0.3.1: #37 (docs), #38 (expose transformNotificationMinIntervalMs), #39 (smooth zoomed drawing/erasing).

Release chores in this PR:

• Bump package.json, package-lock.json, and podspec to 0.3.2
• Add the 0.3.2 CHANGELOG entry
• Fix the podspec source tag to use the v-prefixed tag format the repo actually publishes (was pointing at a nonexistent tag)
• Refresh the example lockfile's linked-library version stamp

Verification: npm run validate passes in full (typecheck, jest 57/57, native serialization smoke, bob build, pack dry-run, example typecheck, example iOS and Android exports).
