Motivation & Context

Prepare the Python 1.24.0 release for October 30 without cutting the release yet. This draft covers merged changes since python-1.23.0 through 85f3fc6bec6faafd668f530298af9a27efa31bb8 (#9821). Additional merges are expected on October 30 morning; refresh this preparation before marking it ready.

No production tag, GitHub release draft, release publication, or publishing workflow is part of this PR.

Description & Review Guide

  • What are the major changes? Assemble the 1.24.0 changelog with PR references, the Redis context-index migration warning, and the Python 3.11 supported-baseline notice. Bump 43 distributions, refresh uv.lock, and generate python/.github/release-python-1.24.0.json with reviewed public smoke imports. Core and root become 1.24.0, OpenAI becomes 1.18.0, and Foundry becomes 1.16.0 for additive APIs. AG-UI becomes 1.7.1, Declarative and Orchestrations become 1.4.1, and GitHub Copilot becomes 2.1.1. Changed alpha/beta packages use the requested 261030 stamp.
  • What is the impact of these changes? Package selection follows the changelog, including shipping metadata changes from removal of the Python 3.10 classifier; this is not an optional blanket beta cohort bump. Unchanged Azure Cosmos Memory and the standalone Lab project are excluded. Apply the requested strict Core-floor policy: raise floors only for inherited chat-client contexts, new citation helpers, or checkpoint encoding. Foundry, Foundry Local, and NVIDIA require OpenAI 1.18 for owned-client cleanup or embedding request options. Refresh Core's bounded standard-install cohort and the adapters' exact shared-hosting pins. Production publishing remains a separate maintainer-authorized Azure DevOps handoff.
  • What do you want reviewers to focus on? Release-note completeness after the remaining intended merges, semver choices, strict internal dependency floors, and the exact manifest selection. Keep the Redis beta schema migration visible. Before marking ready, incorporate the final main changes, update the changelog and any affected versions/floors, regenerate the manifest, and repeat release validation. Do not tag or create a GitHub release draft until the final release is explicitly authorized.

The following preparation commands passed:

uv run --directory python --group tool-runtime poe prepare-python-release --base-ref upstream/main --tag python-1.24.0
Result: passed; generated the 43-distribution batch.

uv run --directory python --group tool-runtime python -m scripts.prepare_release --check --base-ref upstream/main --tag python-1.24.0
Result: passed; manifest agrees with the package metadata changes.

uv run --directory python --group tool-runtime poe validate-python-release --base-ref upstream/main
Result: passed; refreshed uv.lock and passed all 86 lower/upper dependency import probes.

git diff --check
Result: passed.

Changelog mentions also reconcile exactly with the 43 manifest distributions, all shipping touched packages are covered, and historical changelog sections are unchanged. The full unit/integration suites and production artifact builds were not run; this PR only changes release notes and package metadata.

Related Issue

N/A - trivial change: maintainer-requested routine release preparation using the existing release workflow; no new runtime implementation. No competing Python 1.24.0 release-preparation PR was found.

Prepare changes through 85f3fc6 (python-1.23.0..main) without tagging or publishing. Refresh this preparation after tomorrow's intended merges.

Select 43 packages from the changelog: shipping fixes/features and Python 3.10 classifier removal. Core/root 1.24.0, OpenAI 1.18.0, and Foundry 1.16.0 add APIs; other released packages receive patch bumps. Alpha/beta stamps use the requested 261030 date, not an optional cohort-wide bump. Unchanged azure-cosmos-memory and standalone Lab are excluded.

Use the requested strict Core-floor policy: raise floors only for inherited lifecycle methods, new citation helpers, or checkpoint encoding. Raise Foundry/Foundry Local/NVIDIA OpenAI floors to the first release providing owned-client cleanup or embedding options. Refresh Core's bounded install cohort and exact hosting adapter pins.

Manifest generation/check, all 86 lower/upper release dependency probes, changelog/package reconciliation, historical changelog preservation, and diff checks passed. No production tag, GitHub release draft, or publishing workflow was created.

What changed in this PR

Prepares the Python 1.24.0 release for October 30 using the release-manifest handoff introduced in #9821. This updates release notes and package metadata only; tagging, release creation, and publication remain separate maintainer-authorized steps.

Changes:

  • Adds release notes covering merged features and fixes, the Redis index migration, and the Python 3.11 supported baseline.
  • Bumps 43 distributions, updates required Core/OpenAI dependency floors and shared-hosting pins, and refreshes the lockfile.
  • Adds the release manifest with selected versions and public smoke imports.

MAF Automated Review — Iteration 1

Result: No findings
Scope: full PR (1 commit(s)): ff96ca5af2b6
Model: gpt-5.6-sol

Overview

This PR prepares a selective 43-distribution Python release through coordinated package metadata, changelog, manifest, and lockfile updates without adding a publication path. The release tooling enforces exact agreement between changed metadata and the manifest, validates reviewed smoke imports and immutable historical manifests, and preserves root/Core coupling and dependency bounds. The four review perspectives found no supported Critical, High, or Medium defect in the changed behavior.

Reviewed the supplied pull-request change set across correctness, security/reliability, architecture, and failure behavior.
No publishable findings remained after source verification for this scope.

Replicate Pyrefly 1.4.0, Griffe 2.4.1, Flit Core 4.x support, LiteLLM 1.106.2, ESLint 10.13.0, and Zustand 5.0.16 updates. Pin TypeScript to 5.9.3 while typescript-eslint does not support 7.x, and rebuild the shipped DevUI bundle.

Use explicit provider option types in tests and samples for Pyrefly inference. Follow Griffe's removal of attribute-value breakage reporting to reduce false positives. Include the latest merged telemetry change in the release notes.
