What changed in this PR
Prepares the TypeSpec Python client emitter’s 0.40.0 release by updating package metadata, dependencies, and release notes.
Changes:
- Bumps the emitter version from
0.39.0to0.40.0. - Updates AutoRest, client-generator-core, and HTTP specs dependencies with matching lockfile changes.
- Consolidates one feature and five fixes into the changelog and removes their consumed Chronus entries.
