Document custom domain validation retry

Summary

A new dashboard action lets you manually retry custom domain validation when verification is stuck in a backoff period after adding DNS records. This bypasses the wait (which can be up to several hours) so domains can validate as soon as DNS records resolve.

Changes

• Added a "Retry validation" section to the custom domain page explaining when and how to retry validation from the dashboard.
• Mirrored the new section in the Spanish, French, and Chinese translations.
