These instructions are aimed at LLMs. Should we not write instructions for the people behind them?

I didn't see an existing contributing section or anything so I added one in CONTRIBUTING.md (which GitHub automatically links to when you open PRs etc.) |

I think it makes sense for us to follow NumPy's policy, so this basically says "follow NumPy's policy" in a way agents will understand.
I had Claude Opus 5.5 draft these changes (hah!) and they were reviewed and iterated on by me.
