feat(typecheck): type-check incrementally by default - #1641
this relies on nuxt/nuxt#36746 (which should release in nuxt v4.7)

Counted with a module.registerHooks load hook, compile cache disabled. Counts every JS module actually evaluated on that code path (native addons excluded). Built-ins loaded after bootstrap are counted separately, including the internal modules they load.

Install footprint and published tarball
Each version installed on its own into an empty project with nothing but @nuxt/cli as a dependency, so the tree is exactly the CLI and its transitive dependencies. npm cache is warm and the registry is only consulted for metadata, so install wall time is indicative, not a network benchmark.

Interleaved runs on a shared runner: trust the deltas, not the absolute timings. The dev, restart and build suites run locally via pnpm bench:cli.
The nuxt typecheck command now enables incremental checking by default and adds --no-incremental to remove build information and check from scratch. New utilities resolve checker-version cache keys, inspect referenced project configurations, and manage build-info files. The command uses these utilities when supported by the project configuration. Tests, help output, and documentation cover the options and cache behaviour.
Typechecking may abort on an unreadable checker package manifest, and a failed cache removal may leave old build information in use despite a request to check from scratch. Resolve these paths before merging.

Full details: Docstring Coverage
Explanation
Docstring coverage is 33.33% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 12 functions across 4 files. (1 skipped: 1 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Report build-info removal failures when --no-incremental is used.
discardBuildInfo writes failures to debug only. If rm fails, for example because of a permissions error, the command continues silently. The user asked to type-check from scratch. The checker can still reuse the old build info, and the user gets no warning.
Use Promise.allSettled. Warn about each path that could not be removed. Each removal already runs independently. The change is to report the failures instead of hiding them.
Based on learnings: in CLI commands that delete multiple managed paths, wrap each removal in error handling, continue after a failure, and report which paths failed.

Update discardBuildInfo to use Promise.allSettled for the independent build-info
removals, then warn with the affected path and rejection reason for each failed
removal. Use the existing logger symbol or import it from the indicated logger
module, and keep processing all paths when an individual removal fails.

`.nuxt/cache/typecheck` location requires Nuxt v4.7 or later, and clarify that
incremental checks require every referenced project to have `tsBuildInfoFile`
configured.
Review comments at @packages/nuxt-cli/src/utils/typecheck-cache.ts:
- Line 112: Update readPackageId to handle readFileSync or JSON.parse failures
while reading the nearest package.json, returning undefined so cache-key
resolution can proceed without incremental mode.
