Rebase all k8s.io/* dependencies from v0.35.0 (k8s 1.35) to v0.36.2 (k8s 1.36), with Go 1.25.0 → 1.26.0.

• Bumps all 8 core k8s.io modules to v0.36.2
• Updates controller-runtime from v0.23.1 to v0.24.1
• Updates OpenShift deps (api, client-go, library-go) to k8s-1.36-compatible pseudo-versions
• Updates Go directive from 1.25.0 to 1.26.0

What changed

This is a clean mechanical rebase — no non-vendor Go source files were modified. The single commit bumps go.mod, go.sum, and vendor/ (2149 files).

Notable dependency changes:

• github.com/gogo/protobuf removed (k8s ecosystem migration)
• go-openapi/jsonpointer and go-openapi/jsonreference moved to v1.0.0
• k8s.io/kube-aggregator realigned from v0.34.1 to v0.36.2
