The hjson register flow that downstreams (e.g. Cheshire) used to derive C register headers was dropped in the SystemRDL/PeakRDL migration. Add a PeakRDL c-header target per register variant under target/hal/regs, wired into a new idma_hal_all target, so SW can consume register offsets and field positions directly from the RDL source.
