* move folders and files from the wiki directories to the `team/infra/` folder * lightly edit the contribute section `index.md` * rename `git_guidelines.md` to `git_structures.md` * rename `rosca.md` to `opensource_agreement.md` * rename `git.md` to `git_agreement.md`
…the SIG section * modified `git_structures.md` by removing the bulk of the git guidelines and referencing that document instead * some simplification and rewording * updating of links to their new location * some minor formatting changes * other minor changes * also added the SIG section and the `irc.md` files
* remove the `.nav.yml` file from SIG content for now

This represents the initial addition of infrastructure documents to docs.r.o from the wiki. The files here have been modified somewhat. I've tried to detail what those changes are in the commits. One thing to note is that I determined that the SIG documents were in grave need of a complete re-write. I'd love to collaborate with someone on that process. As far as the other files here.
