This PR updates the README's Composer install section to use WP Packages instead of WPackagist, and refreshes a stale roots.io link.

WP Packages is a faster, independent, fully open-source alternative to WPackagist with the same purpose (mirrors WordPress.org plugins/themes as Composer packages):

Also submitted a matching Suggest Edits for the public docs page at https://docs.rollbar.com/docs/wordpress so the docs and the README stay in sync.
