Updates reusable GitHub Actions workflow references from the private themegrill/.github repository to the public themegrill/workflows repository, preserving existing inputs and secrets.

- Redirects the PR ZIP-build workflow to the shared public workflow.

- Preserves the existing workflow interfaces, inputs, and secrets.
