feat: support cert renewal with Thick Edge and C8Y tenant without txxxx tenant ID

[zhongys-c8y]

Additional environment variable C8Y_CA check, in case tenant ID is not in 'txxx' format but C8Y CA is in use. The default value of C8Y_CA is 0. It only makes difference when user change it to 1.

Also added an echo when certificate won't be renewed.
