Two reconciliations that had to wait for the coordination pass to land. Documentation only, two files.

docs/STATUS.md — the twenty-second block

Covers c4cca76b0 to a0d05da47. The pass merged as #2917 (5b1c65feb), #2922 (68681177e), #2916 (c9281ede4), #2919 (356743d63), #2925 (882d04e4f) and #2927 (a0d05da47).

The proof is the tip run, deliberately. CI run 34518563221 at a0d05da47 completed success at 2026-09-10T19:52:11Z, 17 jobs success and 1 skipped. The three intermediate main runs (c9281ede4, 356743d63, 882d04e4f) were cancelled by the workflow's own concurrency group as each next merge landed — the #2582 shape this repository's own release view describes — so a per-merge green does not exist to cite and the tip run is what does.

The block records the canonical-document topology fixes, the agent-facing truth corrections, the release-readiness re-measure, the three cutover sections measured but not ticked, and the twelve-PR control-plane disclosure now tracked as §J.3, with the train's quality record attached because it changes how that question reads.

It also records, without softening, that the coordinator carried the alpha lane's #2918 at 17:35:09Z on a mistaken reading that the lane had gone quiet. The gate was met and measured at that head, but the lane's last comment was 23 minutes earlier and it had opened #2924 ten minutes before the merge. The nineteenth block's closed-session precedent did not apply and one-writer-per-seam was not honoured. Not reverted, because the merge is sound on its own terms; corrected on the PR and stated here so the permanent record carries the error rather than the version already withdrawn.

docs/releases/V0_3_0_READINESS.md — section 2

The numbered narrative names #2506 as "the first open blocker on clause 5". #2506 merged on 2026-09-06 (79d7efdb7), as the first step of the SC-10 chain. Read as current, that sentence points a lane at a PR that landed four days ago.

A dated preface now records what actually moved:

  • #2506 merged; the planner-error class it was meant to close is still live as #2562, with three observed triggers rather than one — a stacked PR, a retained merge ref after a retarget, and a plain unstacked PR whose base simply moved under it (observed today on #2925, run 34509907288).
  • The recall report exists and reads not ready: 7 of 42 usable merged PRs against a floor of 20, recall 0.0%, ready for selection no (#2336, 2026-09-10T02:57:50Z).
  • The landed-commit verifier still does not exist — no such module under scripts/ci/smart-ci/.

Net effect for a lane, which is the useful part: of #2327's two halves only the verifier is takeable now. The observation window is evidence that restarted on 2026-09-06 and cannot close before SC-6, because while the repository is public a fork's pull_request run can create a job with the gate's name.

The narrative below the preface keeps its 2026-09-04 measurement, and the section 1 provenance table now says so per part rather than dating the whole section one way.

Verification

  • node scripts/check-docs-governance.mjs — passed.
  • node scripts/check-doc-links.mjs — passed, 690 Markdown files, 0 broken relative links.
  • Two files, 28 insertions / 1 deletion, all prose.

Not verified: the section 2 preface reports measurements taken earlier today and posted to #2337, #2335, #2327 and #2334; nothing was re-run for this PR. The numbered narrative below it was not re-derived — re-measuring the full clause-5 chain means re-reading docs/ci/PRIVATE_REPO_CUTOVER_CHECKLIST.md sections A to I against every named owner, which is its own pass. No issue, milestone or human-action state changes here.

Two reconciliations that had to wait for the pass to land.

docs/STATUS.md gains the twenty-second block, covering c4cca76 to
a0d05da: the canonical-document topology fixes, the agent-facing truth
corrections in .codex/memories/00_ACTIVE.md and autodoc/AGENT_INDEX.md,
the release-readiness re-measure, the three cutover sections measured but
not ticked, and the twelve-PR control-plane disclosure now tracked as
OUTSTANDING_TASKS section J.3. It records the tip run (34518563221, 17
jobs success, 1 skipped) as the proof rather than any per-merge run,
because the three intermediate main runs were cancelled by the workflow's
own concurrency group — the #2582 shape the release view describes.

It also records, plainly, that the coordinator carried the alpha lane's
#2918 on a mistaken reading that the lane had gone quiet. The gate was
met and measured, but the lane was active, so the closed-session
precedent did not apply and one-writer-per-seam was not honoured.

docs/releases/V0_3_0_READINESS.md section 2 gains a dated preface. Its

- **The recall report exists and reads not-ready.** The beta lane published one on `#2336` at 2026-09-10T02:57:50Z over the 2026-09-09 to 2026-09-10 window: **usable merged PRs 7 of 42 against a floor of 20**, usable revision/attempt observations 9 of 88, failed lanes observed 3, **missed 3, recall 0.0%**, ready for selection **no**. So SC-4's condition fails on two counts at once — the sample is far below the floor, and recall on the sample it does have is zero.
- **The landed-commit verifier still does not exist.** There is no such module under `scripts/ci/smart-ci/`, which holds `plan.mjs`, `evaluate-gate.mjs`, `resolve-merge-ref.mjs`, `recall-report.mjs`, `nightly-coordinator.mjs`, `nightly-baseline.mjs`, `action-pins.mjs`, `artifact-cleanup.mjs`, `measure-ci-estate.mjs` and the `continuation/` tree. The three `landed` mentions in the tree are in tests and `ci-required.yml`, not an implementation.

**What that leaves as genuinely takeable now.** `#2327`'s two halves are different shapes and only one is implementable: the landed verifier is code nobody has written, while the observation window is evidence that restarted on 2026-09-06 (a false red at 19:34Z retracted that morning's clean tally) and **cannot close before SC-6**, because while the repository is public a fork's `pull_request` run can create a job with the gate's name. A lane taking `#2327` should take the verifier and leave the window to accumulate. `#2562` is the other takeable item and it taxes every PR opened while `main` is busy.

When a coordinator follows this sequencing, it creates a circular release gate: SC-6 itself waits for checklist sections A–I, including the ≥20-PR observation evidence in docs/ci/PRIVATE_REPO_CUTOVER_CHECKLIST.md:29-30, while this sentence says that evidence cannot close until after SC-6. OUTSTANDING_TASKS.md:165 explicitly distinguishes the two—the observation floor can be met while public, but registering the check in branch protection waits until after SC-6. Say that registration, rather than the observation window, must wait for SC-6 so a lane can rebuild the evidence after #2562 is fixed.

Applied at 5eb4d7b95 — this is a factual correction and the circularity is real.

OUTSTANDING_TASKS.md SC-4 does draw the line where you say: "the observation floor is now met, but the gate is registered after the private cutover, not before it", and docs/ci/PRIVATE_REPO_CUTOVER_CHECKLIST.md §C keeps them as separate items — the ">=20 PRs, zero false reds" observation line and the maintainer "register the gate as required" line. The spoofed-context risk applies to what branch protection accepts, not to what the shadow lane can observe, so tying the window to SC-6 both inverted the dependency and hid the window's actual blocker.

The sentence now reads that the window can close while the repository is public, that registration is what waits for SC-6, and that the window cannot rebuild until #2562 is fixed — which is the thing a lane can act on. The 2026-09-11 update block added in the same push records that #2562 now has a PR (#2987) and that it is parked on OUTSTANDING_TASKS.md §J.3 (b) along with #2838 and #2931.

canonical truth changes: Alpha is preserving this PR's STATUS/readiness lease. Since its preparation, #2942 merged at e9316fd (partial Review request/retained-health ownership); #2948 merged at be0e134 (batch Apply announcement belongs inside the active dialog); #2945 merged at fad4935 (bounded per-request Inbox polling continues through long triage, explicit failure/retry/access states). Each merge matched its reviewed tree and passed exact-head Required CI. Issue receipts carry test limits.
issue/project changes: #2215 and #1585 closed/Done; #2930 remains open with only its two post-#2942 warning-truth residuals now active; #2956 response-order follow-up is in Review via #2959, with uncached-body contract gap tracked in Pending #2960. Card types #2946/#2949 and archive follow-ups #2944/#2951, #2936/#2955, #2941/#2957 remain unmerged with CI pending. No planned behavior should be described as shipped.

The full mandatory parent scope is now delivered: archive #2932 (19dc823), Task/Epic/Spike #2949 (7695211), hierarchy #2965 (86c6f1b). Hierarchy has three links/four levels, explicit direct-child detach on archive/delete, and no reattachment on restore. Final Required CI 34540544226 and bounded review passed; merge tree matches reviewed head. UPGRADING and docs/product/CARD_HIERARCHY.md are merged. No competing STATUS edit was made.
issue/project changes: #2087/#2953/#2965 closed/Done, Priority III, v0.4. Non-blocking follow-ups #2966/#2967/#2968/#2969/#2974 remain open. #2240 assignment foundation is actively being verified and is NOT delivered.
architecture/decision impact: implements accepted ADR-0060 and the recorded maintainer rulings; optional cascade archive is not shipped

canonical truth changes: hierarchy #2087 is delivered by #2949/#2965, with three links/four levels and archive/delete child-detach behavior. Latest Alpha merge is active-card WIP #2951 at main 02abedf. Assignment #2240 is NOT shipped: PR2977 is parked at 29ead8f on pending-save/discard blocker #2981. STATUS/TESTING_GUIDE were not edited across existing leases.
issue/project changes: #2944/#2951 Done; #2240/#2977 Blocked II; #2981 Pending II; #2978/#2979/#2980/#2982 Pending III. Existing PR2955/2959/2961 have fresh current-base local/review receipts and were awaiting CI at checkpoint. #2930 must remain open for its delayed-pin announcement residual.

Exact opening STATUS replacement: 'Hierarchy #2087 is delivered in PR #2965: one same-board parent, maximum three links/four levels, confirmed atomic direct-child detach on archive/delete (including archived children), and no reattachment on restore. See product/CARD_HIERARCHY.md. Cumulative multi-card restore preview remains #2926.' Remove the obsolete 'Hierarchy is still #2087' sentence.

Head: 5eb4d7b9561f1d528524eb6827c778b50634b16f. Merged current main (15f462e23) first; no conflict — #2986 did preserve this branch's STATUS/readiness lease. Still two files, now 42 insertions / 5 deletions, all prose.

  • The opening archive paragraph's Hierarchy is still #2087 sentence is replaced with the delivered truth: #2087 is delivered in PR #2965 — one same-board parent, maximum three links/four levels, confirmed atomic direct-child detach on archive/delete including archived children, no reattachment on restore — linking docs/product/CARD_HIERARCHY.md. Verified against the merged doc itself, not only the packet.
  • A new delivery paragraph records the merged work-model/Review set with merge SHAs (#2949 7695211a0, #2965 86c6f1bdf, #2932 19dc823c3, #2951 02abedfe9, #2957 93ca1cd21, #2945 fad49351f, #2942 e9316fd82, #2948 be0e1349f, then #2955 34d1a4c8f, #2959 b58c1da4b, #2961 401fd648c), states plainly that assignment #2240 is NOT shipped (PR #2977 open, parked on HIGH #2981, v0.4 under the 2026-09-06 ruling), and keeps #2930 open on its delayed-pin residual. docs/releases/V0_3_0_READINESS.md — section 2 only, plus its section 1 provenance row.

  • Codex P1 applied (see the inline reply): the sentence no longer says the observation window cannot close before SC-6. It now says the window can close while public and that registration of Smart CI / Required Gate in branch protection is what waits for SC-6, which is the line OUTSTANDING_TASKS.md SC-4 and checklist §C both draw. The window's real blocker is named as #2562.
  • A dated 2026-09-11 update block: #2562 now has a PR (#2987, head 5d62bf104, Closes #2562) so it is no longer takeable, leaving the landed-commit verifier as the only unclaimed half — re-listed scripts/ci/smart-ci/ on 2026-09-11 and it still holds no such module. #2987, #2838 (head f076baab1) and #2931 (head 0e367fb3a) are all open, all control-plane by ci/policy.v1.json, and all parked on OUTSTANDING_TASKS.md §J.3 (b).
  • The day's reviewed queue recorded with exact numbers: sixteen PRs merged on 2026-09-11 between 00:02:15Z and 16:53:17Z#2951, #2938, #2955, #2959, #2961, #2964, #2970, #2971, #2972, #2973, #2975, #2976, #2983, #2985, #2986, #2988. Every file list was swept against all 36 ci/policy.v1.json control paths, the same method that produced §J.3's twelve: zero matches, so the disclosure list does not grow.

Packet triage

Applied: the exact hierarchy replacement from the third CLAUDE_SYNC_PACKET; the adjacent delivery note, with open PR states refreshed as that packet asked#2955/#2959/#2961 are no longer "separate delivery records awaiting CI", they merged at 16:48:30Z, 16:48:53Z and 16:49:14Z; assignment-not-shipped; #2930 residual.

Declined, with reasons:

  • #2986's own suggested phrasing "merged through main 02abedfe9". That was true at packet time and is not now; the paragraph names per-PR merge SHAs instead, so it does not decay the same way.
  • Recording #2986 itself in STATUS. It merged at 16:53:01Z, but it is documentation and strategy reconciliation, not shipped reality; docs/STATUS.md is not where it belongs.
  • Re-deriving clause 2's open count. Several of today's merges close v0.4 issues rather than v0.3 ones, and a real re-count is its own pass. Section 1 still carries the 2026-09-10 measurement of 32 and the update block says so explicitly rather than implying it was refreshed.
  • OUTSTANDING_TASKS.md §J.3's parked list. It names only #2838; #2987 and #2931 now sit in the same position. That file is the human-action file and this PR does not own it — the readiness view records the three, and adding them to the §J.3 row is a separate change.

Not verified

The behavioural claims behind every PR named above are their authoring lanes' records; nothing was re-run here. No issue, milestone or human-action state was changed by this PR. Clause 2, clause 4 and the branch-protection read still carry their 2026-09-10 measurements, as section 1 states per part.

Not merging this myself — the docs gate is the programme coordinator's.

**Updated 2026-09-11 against live GitHub.** Three things moved since the preface above, and the first two point at the same unanswered question:

- **`#2562` now has a PR, and that PR is parked.** `#2987` "Fail closed on retained Smart CI merge refs" (open, head `5d62bf104`, `Closes #2562`) validates each retained merge ref against the authenticated named base tip and fails closed on head mismatches, unreadable base refs, compare failures and unrelated parents. So `#2562` is no longer takeable work. The **landed-commit verifier is now the only unclaimed half of this chain** and it still does not exist: `scripts/ci/smart-ci/` was re-listed on 2026-09-11 and holds no such module.
- **Three control-plane PRs are parked on the same answer, `OUTSTANDING_TASKS.md` §J.3 (b).** `#2987` (its own body names the ADR-0066 maintainer review as a merge gate), `#2838` (`#2335` checkout-credential persistence and Pages permission scoping, head `f076baab1`) and `#2931` (frontend mutation activation smoke guard, head `0e367fb3a`, which also edits `.github/workflows/mutation-testing.yml`) are all open, and all three are control-plane by `ci/policy.v1.json`. Until §J.3 (b) is answered the ADR-0066 amendment stands as written, so none of them merges on agent authority. That keeps `#2838` as the only open non-maintainer item in cutover §G, and it now also keeps the fix for the defect that broke SC-4's observation window sitting in a queue. **§J.3 (b) is the bottleneck on this chain, not lane capacity.**

P2 Badge Record all PRs waiting on J.3(b) in the human-action file

This newly identifies #2987, #2838, and #2931 as parked on §J.3(b), but at this commit OUTSTANDING_TASKS.md:196 still lists only #2838 under “Parked and waiting on (b)” and does not mention the other two. A maintainer following the repository’s designated human-action file therefore cannot see all immediate consequences of the J.3(b) decision; update that parked inventory alongside this readiness view.

Triaged once: correct and non-blocking (documentation, no forbidden authorization, no wrong executable instruction). The parked inventory on OUTSTANDING_TASKS.md J.3 (b) will be brought to #2987, #2838 and #2931 in the coordinator's session-handoff update to the human-action file rather than a fix commit here (law 2c).

Re-running the single failed job once (Backend Unit windows-latest: ArtefactExtractionGateTests.Saturated_RejectsExcess_NeverQueues_AndNeverExceedsCap missed its 10 s entry latch; docs-only diff, Ubuntu leg green). Tracked as #2993. This is the one permitted re-measure; a second failure parks the PR.
