#12438 is updating the install process, removing CONFIGURE_SUBMITTY.py, and replacing it with three distinct python files.
generate_configs.py copies pre-made configuration files
validate_configs.py validates that all files exist, and they have the correct keys
set_config_permissions.py sets the permissions for the configs, since users and groups are created later in the timeline of the install.
