This is a backport of PR #13336 as merged into master (664b1d2).
What do these changes do?
Adds interlock-cb to the third-party libraries page. I am the author of interlock-cb.
Are there changes in behavior for the user?
No aiohttp behavior changes. The documentation now points users to an aiohttp client circuit
breaker middleware that maintains one breaker per host and trips on failure rate or slow
responses.
Is it a substantial burden for the maintainers to support this?
No. This is a documentation-only entry for an independently maintained third-party library.
