Adds a per-release 'Chef packaged product versions' subsection (Ruby, OpenSSL, Ohai, InSpec) to the 19.4.x release notes, matching the pattern used in the Automate release notes. This should be included in future Chef Infra Client release note entries going forward; no backfill for prior releases. - Set final header/version to 19.4.40 (the shipped release per CHANGELOG.md's v19.4.40 tag) instead of the 19.4.x placeholder, matching the convention used by prior entries (e.g. 19.3.15). - Filled in the actual release date (September 23, 2026) instead of TBD, per the v19.4.40 tag date in chef/chef's CHANGELOG.md. - Fixed a truncated Markdown link for PR #16222 that was missing its closing parentheses/bracket. … notes Documents scaffolding-chef-infra 0.26.0 certifying the Effortless pattern for Linux x86_64, Linux ARM, and Windows x86_64 (chef/effortless#307), per Neha's review feedback on the Packaging section.
